Compare U.S. online blackjack casinos by state, game rules and withdrawal terms, with official regulator sources and a separate LasVegasUSA profile. A casino name alone does not tell you whether you can play there, which blackjack rules you will get, or how easily a small balance can be withdrawn.

Research checked: October 12, 2026. U.S. markets come first; Canada and Great Britain have separate notes below. This is a public-source comparison, not a claim that CountingEdge opened accounts or tested payouts at every operator. Some links may earn CountingEdge a commission; inclusion does not depend on having an affiliate agreement.
Our current finding: Start with your state’s approved casino directory. DraftKings is a useful comparison for documented software-blackjack rules; BetMGM and FanDuel have documented live-dealer offerings; Delaware directs players to three BetRivers-powered casino sites, while Rhode Island’s online option is Bally Bet Casino. LasVegasUSA remains our researched offshore profile, with a different regulatory position and materially different payment and account terms.
State approval confirms authorization to operate. It does not make every listed site a blackjack specialist, establish a universal payout speed, or guarantee a particular table is open today.
Where state-regulated online blackjack is available
The directories below cover the seven established state internet-casino markets checked for this guide. Maine is shown separately because a licensing framework and a planned launch are different from an approved site accepting wagers. The directory is about internet casino gaming; a sportsbook, lottery app or poker licence alone does not establish blackjack availability.
| State | Market finding | Operator starting point | Official authority |
|---|---|---|---|
| New Jersey | Multiple approved internet gaming sites. | BetMGM, DraftKings, FanDuel, BetRivers, Caesars, Bally and other sites grouped by casino permit holder. | NJ Division of Gaming Enforcement directory |
| Pennsylvania | Multiple regulated interactive gaming operators. | PGCB’s public directory lists 24 brands; the full snapshot appears below. | Pennsylvania Gaming Control Board directory |
| Michigan | Separate official lists for internet gaming and sports betting. | The internet-gaming list includes 16 entries, including WSOP; a listing is not proof of blackjack. | Michigan Gaming Control Board directory |
| Connecticut | Two licensed online casino platforms. | DraftKings and FanDuel. Fanatics appears in the sports-wagering list, not the casino list. | Connecticut Department of Consumer Protection |
| Delaware | Casino platforms powered by BetRivers. | Delaware Park, Bally’s Dover and Harrington. | Delaware Lottery’s casino links |
| Rhode Island | Bally’s online casino market under Lottery oversight. | Bally Bet Casino RI publishes live Absolute Blackjack. | Rhode Island Lottery · official Bally RI casino |
| West Virginia | Interactive wagering with licensed management-service providers. | Use the Lottery’s October 1, 2026 licence roster; licence holders and suppliers are separate categories. | West Virginia Lottery business portal |
| Maine | Internet gaming authorized through a tribal licensing framework; live casino availability not established by the sources checked. | No Maine casino is presented here as open for blackjack. Caesars’ announced plans remain subject to approvals. | Maine Gambling Control Unit · licensing law |
Location matters. State-regulated real-money casino wagering requires the approved jurisdiction’s eligibility and location checks. A licence in New Jersey does not authorize a customer to use the New Jersey casino from another state. Delaware explicitly requires players to be 21 or older and physically in Delaware; Connecticut’s casino age is also 21. Follow the requirements of the specific state site. Do not use a VPN or someone else’s account to defeat those checks.
New Jersey: approved domains, grouped by permit holder
The DGE groups sites by their Atlantic City casino relationship. This preserves the distinction between a casino permit holder and the consumer brand. Its snapshot includes both casino and poker domains; poker-only entries are not blackjack recommendations.

Pennsylvania: the regulator’s 24-brand directory
Bally Bet, bet365, BetMGM, BetParx, BetRivers, Borgata, Caesars Palace, Caesars Sportsbook and Casino, DraftKings, Fanatics, FanDuel, Golden Nugget, Hollywood Casino Online, Horseshoe, Imperial Treasures Casino, Mohegan PA, Monopoly Casino, PlayLive!, PlaySugarHouse, Resorts Casino, theScoreBet, Stardust Casino, Tropicana Casino and Wind Creek Online.
The PGCB page links directly to each operator. We use its current public directory instead of relying on an old eligibility PDF with historical licence dates. Inclusion here records the regulator’s listing; the comparisons below separately identify evidence for blackjack.
Michigan: internet gaming entries, not the sportsbook list
bet365, BetMGM, betPARX, BetRivers, Caesars Palace Online Casino, DraftKings, Eagle Casino & Sports, Fanatics Casino, FanDuel Casino, FireKeepers iCasino, Four Winds Online Casino & Sportsbook, Golden Nugget Online Casino, Hard Rock Bet, Hollywood Casino at Greektown, Horseshoe Online Casino and World Series of Poker.
The MGCB directory distinguishes these from sports-only sites and explains that only its licensed operators may legally offer online gaming in Michigan. We do not interpret a poker listing as evidence of a blackjack lobby.
West Virginia: what the licence roster actually establishes
The Lottery-linked October 1, 2026 roster has twelve management-service-provider entries: American Wagering (Caesars Sportsbook, IGP 004, and Horseshoe Online Casino, IGP 012); Betfair Interactive US (FanDuel, IGP 007); BetMGM (Roar Digital, IGP 002); Boyd Interactive USA (IGP 015); Crown WV Gaming (DraftKings, IGP 001); FBG Enterprises Opco (Fanatics, IGP 008); Gamewise (IGP 011); Golden Nugget Online Gaming (IGP 006); Hillside West Virginia (bet365, IGP 014); Penn Sports Interactive (IGP 009); and RSI WV (BetRivers, IGP 005).
Separate supplier rows cover technology companies. A supplier licence does not authorize that company to take a player’s wagers, and an interim provider entry alone does not prove a consumer casino has launched. The legal name, DBA and licence category are the useful matching fields.
Maine: keep authorization and launch separate
Maine’s current law makes federally recognized tribes in the state eligible for internet-gaming licences. Caesars announced a planned casino partnership in June 2026, expressly pending regulatory approvals. Neither that announcement nor the existence of a licensing application establishes a playable, approved blackjack site. We will change this entry when a regulator-confirmed launch can be documented.
Which regulated casinos are useful blackjack comparisons?
These are evidence-based starting points, not a paid ranking. An operator may serve more than one state, but a game, promotion or cashier method can differ between its state-specific sites. Our conclusions below are editorial judgments drawn from the cited public information.
DraftKings publishes a detailed eight-deck Surrender game rule sheet, including payout and reshuffle policy.
BetMGM documents a seven-seat Evolution game with Bet Behind. FanDuel documents dedicated tables in Pennsylvania and Michigan.
Delaware’s three casino links share BetRivers infrastructure. Rhode Island’s Bally offering has published live-blackjack information.
DraftKings: strongest documented software-rule example in this comparison
The Pennsylvania-hosted DK Blackjack Surrender rules specify eight decks, a 3:2 natural, standing on soft 17, doubling after splitting, up to four hands except split aces, and late surrender after the dealer’s blackjack check. The decks are shuffled every round. That last detail makes this an ordinary basic-strategy comparison, not a card-counting opportunity.
Who it suits: someone who wants a clearly specified software game and can match the strategy chart to those rules. The document is variant-specific and carries a 2020 revision date; it is not a promise that every current DraftKings blackjack game uses that configuration. The live game’s help screen governs the table actually selected.
DraftKings’ current bonus explanation lists blackjack and live-dealer games at 20% contribution for the described deposit-bonus category, subject to change. A $100 blackjack wager therefore supplies $20 of qualifying progress in that example. The received offer’s terms still control exclusions, deadlines and forfeiture. A large advertised match can be a poor fit for a blackjack-only player.
BetMGM: a documented live-dealer comparison
BetMGM’s Blackjack Live page identifies Evolution as provider, seven seats and Bet Behind participation. It publishes a $5 minimum and $2,000 maximum for the described game. Those figures are a public product reference, not a guarantee of an available seat or identical limits in every state lobby.
Who it suits: a player who wants streamed cards and a familiar table layout. Bet Behind follows another seated player’s hand decisions; it is not equivalent to controlling your own hand. Compare the state-specific help screen before assuming a generic product page describes your exact table.
The operator’s July 2026 banking guide describes a $20 withdrawal minimum, review typically taking up to five business days, and a withdrawal method previously used to deposit within six months. It lists options such as bank-based payments and PayPal. Its cashier and account review determine the actual choices and timing; an instant deposit does not imply an instant withdrawal.
FanDuel: dedicated live tables documented in Pennsylvania and Michigan
FanDuel’s own live-studio announcement describes exclusive blackjack and roulette tables in Pennsylvania and Michigan. That supports considering FanDuel for live play in those markets. It does not establish a single payout, minimum stake or deck configuration across the entire brand.
Who it suits: a player in an approved market who values a dedicated branded live studio. Connecticut’s regulator also identifies FanDuel as one of its two online casino platforms. For table selection, the seat minimum and rules in the local lobby matter more than the branding.
BetRivers in Delaware: three casino entrances, shared platform
The Delaware Lottery directs players to Delaware Park, Bally’s Dover and Harrington, all powered by BetRivers. This is useful local availability evidence, rather than three unrelated nationwide casino recommendations.
Who it suits: an eligible player physically in Delaware looking for the state’s authorized internet-casino route. The Lottery’s page establishes the platform relationship and access requirements; it does not provide a blackjack rule sheet or a universal withdrawal promise. We therefore leave exact table rules, live availability and account-specific limits unscored until a current game-level source supports them.
Bally Bet Casino in Rhode Island: a specific live-blackjack product
The official RI casino page describes Absolute Blackjack: players share an initial hand but make their subsequent decisions individually. It lists live games operating around the clock, a 21+ online age requirement, and funding through Apple Pay, Visa, Mastercard and VIP Preferred eCheck. It says the funding method is the default withdrawal method.
Who it suits: an eligible Rhode Island player who wants the local regulated option and is comfortable with a shared initial-hand format. That format should not be mistaken for having a separate physical seat and separately dealt starting cards. A 24-hour product description also does not promise every particular table is available at every moment.
LasVegasUSA: retained offshore profile, with concrete findings
CountingEdge retains LasVegasUSA because of its established U.S.-facing brand and existing commercial relationship. It sits in a separate offshore section; it is not presented as licensed by any U.S. state listed above. Its current website displays an “online since 1999” statement, promotes blackjack and table games, and displays Spinlogic branding. These are operator-published statements, not an independent audit of uninterrupted ownership or operations.
Games, ownership and licensing evidence
The public site confirms blackjack is part of its advertised game selection. In this review we did not establish a current variant-level rule sheet covering decks, 3:2 versus 6:5, soft-17 rules and surrender. We also did not establish a current legal operating entity and verifiable licence number from the public pages checked. That limits the strength of any licensing or best-rules recommendation. We do not fill those gaps with conflicting portal descriptions or treat a software/dispute badge as a government licence.
Deposits and payouts are different
The current deposit page lists Visa, Mastercard and Discover from $25; Lightning Bitcoin from $5; Litecoin and Bitcoin Cash from $10; and Bitcoin and Ethereum from $25. Amounts are displayed in U.S. dollars. The page advertises instant processing, which is an operator claim about funding rather than independently tested performance.
| Method | Published minimum | Published processing claim |
|---|---|---|
| Bitcoin | $100 | 2 business days |
| Bank wire | $100 | 2 business days |
| Courier check | $150 | 2 business days |
Source: current payout page, inspected in the live browser. Processing time is not the same as final receipt, especially for mailed checks or banking intermediaries. No account was opened and no payout was tested for this review.
Practical consequence: a $25 card deposit and a $60 remaining balance do not meet the published $100/$150 payout thresholds. A small-budget player should weigh that constraint against a state-regulated option with a lower documented withdrawal minimum. Crypto deposit availability also does not make every advertised crypto coin a payout option.
Verification and account terms
The verification page and banking information describe identity, address and payment-ownership checks before a first payout. LasVegasUSA should therefore not be described as guaranteed “no KYC.” Its March 19, 2026 terms require deposits to be wagered once before withdrawal, permit audits, remove balances after twelve months of inactivity and require disputes to be submitted in writing within one hour. They describe internal determinations as final. These terms are material to an account decision; brand longevity does not remove them.
Promotions: a casino bonus is not automatically a blackjack bonus
The current promotion page advertises $20 without a deposit and a 400% first-deposit offer up to $500. It does not, on that summary alone, establish blackjack eligibility, the full rollover or the maximum cash-out for a specific coupon.
The current gaming rules set a default $10 maximum bet during bonus wagering unless otherwise stated, a fourteen-day deadline for no-deposit bonus wagering, potential cash-out caps and restrictions on combining offers with existing balances. They say the individual offer supplies its own wagering requirements. We do not recommend a slot-led welcome offer for blackjack merely because the headline percentage is large.
Our conclusion: LasVegasUSA remains an offshore option to research where local law and its terms permit participation, with a long-standing brand and published card/crypto funding. The high payout minimums, verification, account conditions and unresolved public licensing/game-rule details make it unsuitable as an unconditional “safest” or “best blackjack rules” recommendation. Access to its website is not proof that wagering there is legal from your state.

The comparison that matters: rules, turnover and cash-out access
A useful casino comparison separates three questions: whether the operator is authorized for your location, whether the exact blackjack game has suitable rules, and whether the account terms fit your budget. A good answer to one does not settle the other two.
One verified game is more useful than a brand-wide house-edge claim
DraftKings’ Surrender document gives a concrete configuration. It does not justify publishing one house-edge figure for all DraftKings games. Likewise, a live product called “Blackjack” can have different dealer rules, bet multipliers or optional side bets from a software version. Use the CountingEdge rule comparison tool and basic strategy guide for the rules actually displayed.
A $10 natural wins $15 at 3:2 and $12 at 6:5, before returning the original stake. That $3 difference is a payout calculation, not a claim about how often you will win. Side-bet returns should be evaluated separately from the main blackjack bet. A visually impressive live table can still have less attractive terms.
Bonus contribution changes the real wagering burden
Here is a hypothetical comparison, not an advertised offer: if the qualifying target is $1,000, a game contributing 100% requires $1,000 in wagers; at 20% contribution it requires $5,000. If a different promotion calculates rollover on deposit plus bonus, its starting target will differ too. A headline multiplier without its base amount and contribution rate is incomplete.
If the $5,000 turnover is measured in initial wagers, an assumed 0.5% main-game house edge gives a $25 theoretical expected loss. If split and double money also earns bonus credit, use an expected-loss rate calculated on that total-wager basis. At 2%, it has a $100 theoretical expected loss. These are arithmetic illustrations, not estimates for a casino in this guide or predictions of a session’s outcome. Actual results vary substantially, and bonus deadlines or cash-out caps can change the value further. Our bonus guide explains the calculation in more detail.
Withdrawable balance matters more than an advertised deposit speed
A payment logo may describe funding only. LasVegasUSA’s public pages make that distinction visible: several deposit methods, but three listed payout routes and higher cash-out minimums. BetMGM’s guide describes a different withdrawal minimum and review process. Compare published conditions without treating either operator’s marketing time as an independently verified service guarantee. For large balances, read our large blackjack withdrawals guide.
Canada and Great Britain: use the local market, not a U.S. list
Canada starts with the province
Ontario’s iGaming Ontario directory identifies regulated contracted sites by operator and product category; OLG.ca is separately conducted and managed by OLG. Examples in the casino category include BetMGM and Caesars. Ontario’s player FAQ sets a 19+ age requirement and says wagers cannot be placed while outside the province.
British Columbia has a different route: BCLC’s PlayNow casino identifies itself as the provincial gaming site for residents located in BC and includes blackjack. An Ontario listing is not a nationwide Canadian authorization. We do not transplant U.S. bonus, cashier or game claims onto Canadian sites with similar brand names.
Great Britain requires a matching remote casino licence
The Gambling Commission business register can be searched by legal name, trading name and domain. Match the actual website and remote casino activity, not merely a similarly named company. This guidance concerns Great Britain; it should not be treated as a complete statement of Northern Ireland’s framework.
The Commission requires age and identity verification before online gambling, with additional lawful checks possible later. Its credit-card rules prohibit credit-card funding for online casino gambling, including credit-card-funded e-wallet money. Those differences are why the U.S. payment comparison above is not a UK banking recommendation.
Compare the cashier against your planned balance
Record four figures side by side: minimum deposit, minimum withdrawal, unrestricted cash and the net amount expected at your own destination. Keep them in the same currency. A low deposit threshold is not a low withdrawal threshold. If a payment charge is deducted from the withdrawal, the amount arriving can be lower than the minimum request; if it is charged in addition, your account needs enough to cover both. Ask which definition applies.
Do not add money or increase wagers just to reach a cashout threshold. The withdrawal guide separates request limits, approval and receipt, while the bonus guide explains restricted balances. These checks apply alongside the local authorization check.
Common questions about choosing an online blackjack casino
Does a sportsbook licence mean the casino is approved?
No. Casino, poker and sports-wagering approvals can cover different activities. Connecticut lists three sports platforms but only DraftKings and FanDuel for online casino gaming. Always match the casino product and jurisdiction.
Are all operators in the state directories recommended for blackjack?
No. The directories establish regulatory listings. Our blackjack comparisons require separate game-level evidence. A poker site or supplier entry is not evidence that you can play blackjack there.
Is LasVegasUSA state-regulated because it accepts U.S. players?
No. U.S.-facing marketing and the ability to open a website do not establish state approval. LasVegasUSA is kept in the offshore section, with the specific evidence and unresolved points identified above.
Can I count cards in software blackjack?
A game that reshuffles every round, as the cited DraftKings variant does, does not carry the previous round’s shoe composition forward. Live-dealer format alone also does not establish a practical counting opportunity. Read our card-counting guide for the underlying distinction.
Do I have to claim a casino bonus?
No. A bonus may introduce deadlines, qualifying-game restrictions and withdrawal conditions. A blackjack player can compare ordinary cash play with an offer’s actual terms rather than treating a larger displayed balance as free withdrawable money.
Which casino pays fastest?
This review does not award a fastest-payout title because no comparative cash-out testing was performed. We report published minimums and processing statements, identify the source and distinguish approval time from final receipt.
Sources, editorial method and update log
We prioritize government directories for authorization, official game documents for rules, and current operator pages for banking and account terms. Operator marketing claims are labelled as such. Rankings from affiliate portals, unsourced complaint counts and a logo alone do not establish licensing or performance. Our editorial policy explains how CountingEdge handles commercial relationships.
The linked sources sit beside the findings they support: NJ DGE, Pennsylvania PGCB, Michigan MGCB, Connecticut DCP, Delaware Lottery, Rhode Island Lottery, West Virginia Lottery and Maine GCU; DraftKings game and bonus documents; BetMGM game and banking information; FanDuel’s live-studio announcement; Bally RI’s product page; LasVegasUSA’s current homepage, banking, verification, terms, gaming rules and promotions; iGaming Ontario, BCLC and the Gambling Commission.
October 12, 2026 update: replaced the initial short recommendation with the regulator-based market directory, documented blackjack comparisons, LasVegasUSA’s current funding/payout/account findings, Maine’s authorization-versus-launch distinction, Canada/Great Britain notes and this source trail. Legacy LasVegasUSA mobile-site URLs redirected to the homepage during the live check; this guide uses the current navigation URLs instead.
Future changes should record the affected operator or market and the supporting source. Public information can change, so verify a time-sensitive offer or table in the relevant official account before acting on it. Gambling carries a risk of loss. Set affordable limits and use responsible gambling resources if play becomes difficult to control.
