What the evidence gate means

A record passes the pilot gate only when the cited material verifies the jurisdiction or regulated environment, a natural-blackjack payout or permitted payout, and at least two additional conditions such as dealer action on soft 17, deck count, doubling, splitting or surrender. Records below the threshold stay visible so gaps are explicit rather than silently filled with assumptions.

Methodology

  1. Regulator publications and official rules-of-play documents were preferred. New York is labeled separately because the accessible public NYCRR compilation describes itself as unofficial.
  2. Each field was transcribed conservatively. If a source did not establish a condition, the field says “Unknown.” No value was inferred from “standard blackjack.”
  3. Operator-selectable ranges remain ranges. A ruleset that permits both 3:2 and 6:5 is not reported as a 3:2 table.
  4. Records were checked on 2026-08-29. This is a research pilot, not a complete or real-time casino survey and not a ranking.
